Paul Bernard Landy was born in the rural area near Grosse Tete in Iberia Parish, Louisiana, on January 19, 1880, the son of Luke Valcour Landry and Hermance Lefeaux, who were married February 6, 1869. He was the fifth of six children:Paul's early education was received in public schools in the town of Maringouin and he graduated from high school in Plaquemine. From there, he attended LSU for a three-year course, transferred to Tulane Medical School in New Orleans and received his medical degree in 1905. While at Tulane, he was affiliated with Alpha Kappa Kappa fraternity.

After graduation, he served aboard ship for six months as a medial inspector for the Louisiana State Board of Health. This work brought him to New Orleans, Panama and Costa Rica.
In 1905, he began his private practice in White Castle and Bayou Goula.
On August 22, 1906, he married Leona Barker of Plaquemine, and they lived next door to his brother-in-law, Dr. Adrian Landry. The children of this marriage were: Jumel Barker (married Lucille Dupont), Elmire Clara (married James Butler Booth), Paul Bernard Jr. (married Mary Olga Gassie) , Louis Vernon (married Irene Thomas), and Thomas Erwin (Elizabeth Rex).
From 1908 to 1915, he served as physician for the Morley Cypress Company, Morley, Louisiana. In 1915, he moved to Port Allen and opened an office near the Port Allen Drug Store, which he owned. In 1920, he sold this business to Thomas Cronan of Port Allen.
While serving in the US Army Medical Corp., his first wife died. He did not remarry until 1921, when he took Marie May Bourg of Brusley as his bride. This marriage resulted in the birth of four children: Dorothy May (married John Earnest Miller), Marie Marjorie (married to Paul Austin Tuell), Theresa Joyce (married to Irby Joseph Millard), and Myrton J (married to Jacqueline Deselle).
In 1923, he was appointed to the first staff of Our Lady of the Lake Hospital in Baton Rouge. He held that position until his death on January 15, 1959. Dr. Landry also served many elected positions in West Baton Rouge Parish.
